The California Department of Alcohol and Drug Programs provided each of their 58 counties as a separate planning area, with the exception of one area that consisted of 2 counties. In order to meet sample size requirements, counties had to be combined to form substate regions. Two sets of regions were considered. Set one was based on substate regions defined for the California Household Substance Use Survey. Set two was created by collapsing adjacent counties to have adequate sample sizes for estimation. California's Department of Alcohol and Drug Programs preferred the regions specified in the second set.

The Ohio Department of Alcohol and Drug Addiction Services suggested that it would be useful to provide substance use estimates for Ohio boards, which in turn are defined using the State's 88 counties. Due to sample size constraints, adjacent boards were combined to form substate regions. Urban and rural counties were never collapsed together to form substate regions.
