States listed here in alphabetical order within each group were divided into five groups based on the magnitude of their percentages. States in the highest group (20.97 to 25.25 percent) were Illinois, Louisiana, Massachusetts, Montana, Nevada, New Mexico, North Dakota, South Dakota, Wisconsin, and Wyoming. States in the next highest group (19.70 to 20.96 percent) were Alaska, Colorado, Delaware, Iowa, Minnesota, Nebraska, Ohio, Pennsylvania, Rhode Island, and Texas. States in the mid group (18.21 to 19.69 percent) were Arizona, California, Connecticut, Georgia, Hawaii, Maine, Michigan, Missouri, New Jersey, New York, and Vermont. States in the next lowest group (16.83 to 18.20 percent) were Alabama, Arkansas, District of Columbia, Florida, Idaho, Kansas, Kentucky, New Hampshire, Oregon, and South Carolina. States in the lowest group (12.69 to 16.82 percent) were Indiana, Maryland, Mississippi, North Carolina, Oklahoma, Tennessee, Utah, Virginia, Washington, and West Virginia.
