States listed here in alphabetical order within each group were divided into five groups based on the magnitude of their percentages. States in the highest group (6.71 to 7.90 percent) were Arkansas, Connecticut, Illinois, Louisiana, Maine, Massachusetts, Nevada, New Hampshire, New York, and Vermont. States in the next highest group (5.98 to 6.70 percent) were California, Colorado, Idaho, Kentucky, Maryland, Minnesota, Montana, Oregon, Rhode Island, and Tennessee. States in the mid group (5.46 to 5.97 percent) were Alaska, Delaware, District of Columbia, Florida, Indiana, Michigan, Mississippi, New Jersey, Oklahoma, Pennsylvania, and Washington. States in the next lowest group (4.90 to 5.45 percent) were Alabama, Arizona, Georgia, Missouri, New Mexico, North Carolina, Ohio, West Virginia, Wisconsin, and Wyoming. States in the lowest group (4.00 to 4.89 percent) were Hawaii, Iowa, Kansas, Nebraska, North Dakota, South Carolina, South Dakota, Texas, Utah, and Virginia.
