Figure 2.13 is a U.S. map showing average annual rates of first use of marijuana among persons aged 12 or older, by State, for 2000 and 2001. States listed here in alphabetical order within each group were divided into five groups based on the magnitude of their percentages. States in the highest group (1.89 to 2.70 percent) were Alaska, Colorado, Delaware, Massachusetts, Minnesota, New Hampshire, New Mexico, North Dakota, Vermont, and Wyoming. States in the next highest group (1.70 to 1.88 percent) were Illinois, Kansas, Maine, Michigan, Montana, Nebraska, Nevada, Rhode Island, Washington, and Wisconsin. States in the mid group (1.62 to 1.69 percent) were Arizona, Connecticut, District of Columbia, Hawaii, Idaho, Kentucky, Missouri, North Carolina, Oklahoma, Oregon, and Utah. States in the next lowest group (1.49 to 1.61 percent) were Arkansas, California, Maryland, Mississippi, New York, Ohio, South Carolina, South Dakota, and Tennessee. States in the lowest group (1.29 to 1.48 percent) were Alabama, Florida, Georgia, Indiana, Iowa, Louisiana, New Jersey, Pennsylvania, Texas, Virginia, and West Virginia.
